That portion of the proposed rates for the proposed pipelines preferred by the state ($98.4m) should be deleted, as the state should be expected to contribute the funds for its desired preference. The Fresno Irrigation District and Central Valley Project system of canals, which currently can deliver all the raw water allocations from both Friant and Pine Flat dams, is not broken.
