Porterville police arrested a 25-year-old Porterville man Tuesday on suspicion of carjacking, kidnapping, vehicle theft, driving under the influence and possession of drug paraphernalia.
The carjacking happened shortly before 8:30 p.m. Oct. 28, police said. A 20-year-old woman was sitting in the passenger seat of a car parked in front of a business at 11 W. Olive Ave., waiting for her friend to come back to the car, when the man got in and drove away.
The man threatened the woman's life, police said, and when the vehicle slowed she escaped and ran back to the business.
An officer saw the car near Olive Avenue and Jaye Street about 5:30 p.m. Tuesday and arrested the driver without incident. The kidnap victim and witnesses identified the driver as the man who stole the car, police said.

Feds propose to replace park bridge
Federal officials are proposing to replace the Cedar Grove Bridge near Cedar Grove Village in Kings Canyon National Park, and the public is invited to comment on the environmental assessment for the project.

Kings Co. collects Christmas donations
The Kings County Sheriff's Department will spearhead the annual "Christmas for Kings" charity drive. Deputies and residents will fan out through Hanford collecting donations from 7 a.m. to noon Nov. 27.
In mid-December, Sheriff Chris Jordan, deputies and volunteers will deliver food baskets and gifts for children to 100 families.
Mendota awarded $39,325 fed grant
The city of Mendota has been awarded a $39,325 federal grant to be used for equipment for the Police Department, as part of $13.1 million in community facility projects from the American Recovery and Reinvestment Act.
The awards to communities in eight states were announced Wednesday by U.S. Agriculture Secretary Tom Vilsack. Mendota and Glenn County were the only local governments in California awarded grants.
Law-enforcement officers honored
Three law-enforcement agents will be honored today at The Exchange Club of Fresno's 19th annual Top Cops Program at the Ramada Inn in Fresno.
Deputy John Robinson of the Fresno County Sheriff's Office, officer John Belli of the Fresno Police Department and officer Joe Palacio of the California Highway Patrol were selected for the honor by their respective agencies.
