California drivers too rude?

Over the past two years I have spent a considerable amount of time in Des Moines, Iowa. It's a good place to live for many reasons, but one thing struck me instantly: In an intersection with turn signals and left-turn lanes, after the left-turn arrow has turned red, they permit left turns on the green light so long as it is safe to do so.

Fast forward to California, and sitting in a left turn lane waiting for a turn light when not a soul is coming from the other direction. I cannot help but ponder how much fuel is consumed by vehicles having to wait through a whole new light cycle to make the left turn.

Now I suspect this is not done in California because of its rude drivers. Those who seem to think a "Yield" sign means the right of way is to the winner of a game of chicken, are certainly going to take advantage of those motorists coming from the other direction and turn in front of them. The final piece of evidence witnessed in California, is the lost art of turn signal usage.
