How about digging out all the high points in Millerton Lake? This should provide additional storage capacity, and I think would be cheaper than raising the dam. Friant Dam was completed in the 1940s, and it appears that no thought was given to rounding out the basin.
Also, silt from the mountains, along with gold, was deposited at the bottom of the lake bed. Someone should look into the feasibility of dredging for gold plus removing silt and leveling high spots. Sale of dirt, rock and sand could help defray costs.
