Where's the consistency?

I read various articles of Americans getting into trouble abroad and there seems to be no consistency in how our administration deals with them.

For example, a U.S. Marine gets arrested by Mexican police after accidentally crossing the border with guns that he apparently legally owned. He is left to rot in a Mexican prison. Our administration tells his parents that his trial or consideration for release must go through the Mexican government process.

A 15-year-old American of Arabic descent goes to Palestine and participates in protests against Israeli police, gets injured and our administration immediately asks Israel for a "speedy and transparent investigation" into the situation.

Why didn't President Obama ask the Mexican ambassador for the same consideration of a Marine in a Mexican prison. Is it because he was carrying guns? It seems we no longer have any consistency in our foreign policy and American citizens have no assurances of protections abroad.
