In regard to the current Veterans Affairs scandal and the resignation of Gen. Shinseki: He served at the pleasure of the president. It became quite obvious the addition of another scandal did not please the president, hence Shinseki had to go -- all the time those government employees running the various VA facilities keep their jobs and bonuses.
People don't realize that you can't fire a government employee. Their union owns too many politicians. The military can fire a commanding officer of a ship using a term called "loss of confidence." The general had no such authority; hence he could not fire all these inept people running our VA hospitals.
