Cap sick-leave donations

In its Sunday editorial, The Fresno Bee shamed the Fresno County Board of Supervisors for capping donations of sick leave among county employees. The real error here is combining vacation and sick leave as they are dissimilar.

The former can be banked but the latter is annually capped and used only when needed by the employee. Separating the two or at least capping the latter controls personnel costs and protects taxpayers (the option explored by Henry Perea and Andreas Borgeas may be better).

Government is not a social service ATM machine. It provides essential public services to its citizens -- period. Shame on The Bee for its haughty but predictable, self-righteous condemnation of the supervisors' responsible decision.
