Couple without water after well dries up in Porterville

Carmen Almanza retrieves water from a 300-gallon tank so she can flush the toilets at her home outside Porterville. She washes, flushes the toilets and does dishes with water her son brings to her in garbage cans. She uses bottled water for washing and cooking. Ever since their well dried up a month ago Carmen and her husband, Al, have had to find ways to get by with no running water at their home outside Porterville. The retired couple makes too much to qualify for aid but too little to pay for a deeper well.
