Fresno developer Tom Richards reappointed to rail board

Tom Richards, a Fresno developer, was reappointed Monday to the California High-Speed Rail Authority board by Gov. Jerry Brown.

Richards, a Republican who is CEO of the Penstar Group, was originally appointed to the rail board by Gov. Arnold Schwarzenegger in 2010. He is the only member on the nine-member board from the central San Joaquin Valley.

Richards, 68, is also chairman of the Fresno Regional Workforce Investment Board, a member of the board of directors of Premier Valley Bank, and a member of the Fresno Chaffee Zoo Corp. board.
