A man caring for his uncle is under arrest on suspicion of elder abuse after a horrified neighbor heard screams for help and called authorities, Visalia police said Thursday.
About 9 p.m. Wednesday, police found an "extremely malnourished" 76-year-old man at a home in the 1400 block of East Sunnyside Avenue, Sgt. Ozzie Dominguez said.
The suspect, Marcos Abrego, 47, is the victim's nephew and was being paid to serve as his caretaker, Dominguez said. They moved to Visalia from out of the area about a month ago, he said.
It appeared that the man had been restrained with handcuffs in the past, police said.
The person who called police said the screams came from a shed, but the victim was inside a home when police arrived, Dominguez said. The inside of the home was in poor condition, he said.
Adult Protective Services took the man to a hospital for treatment and assessment. The case remains under investigation.
