Richard Frank, UC Davis law prof, to join high-speed rail board

Richard Frank, a law professor at the University of California, Davis, has been appointed by the State Senate Rules Committee to fill the final vacancy on the California High-Speed Rail Authority board of directors.

Frank is a professor of environmental practice in the UC Davis School of Law and is the director of the university's California Environmental Law and Policy Center.

Frank's appointment brings the authority's board to its full complement of nine members, three of whom have been named this year.

In June, Assembly Speaker John Perez named former state employment department director Patrick Henning to the board. And in March, Gov. Jerry Brown appointed Kathleen Perez-Estolano, a planning consultant and adjunct planning professor at the University of Southern California.

The rail authority's next board meeting is scheduled for Sept. 10.
