Fresno names new city personnel chief

Jeff Cardell, who was Tulare County's human resources director, has been named personnel director for the city of Fresno. Meanwhile, Tulare County has appointed Rhonda Sjostrom as interim human resources director while the county searches for a permanent replacement.

Cardell started Monday in Fresno. He will earn $142,590 annually. Before joining Tulare County, Cardell served as risk management manager in Clovis. He has more than 25 years of human resources experience in the public sector. He has a degree in Business Administration from California State University, Fresno, and a Masters of Public Administration from National University.

Sjostrom, who has served as the county’s assistant human resources director since 2009, was appointed to the interim post Tuesday by the Tulare County Board of Supervisors.

Sjostrom has been with Tulare County since 1987 and has held management positions in the county administrative office and human resources.
