La Habra ends solicitation law affecting laborers

LA HABRA, Calif. -- Rather than deal with a lawsuit that many predicted the city would lose, La Habra has repealed an ordinance that prevented day laborers from soliciting work on the city's sidewalks.

La Habra was facing legal action over the 1999 anti-solicitation law from the Mexican American Legal Defense and Education Fund.

The Orange County Register says ( http://bit.ly/102BXyG) officials expected a loss in the courts, which would have been costly and possibly put the city on the hook for its opponent's legal fees.

La Habra's law, which was not strictly enforced, banned any person from standing on a public street and soliciting employment from motorists.

The law affected day laborers who gather in front of home-improvement stores looking for work.

The city can still take action if solicitors create an unsafe situation.
