My approach to fixing the Fresno budget would be to take everything back to its most basic level. The city lost the war by dealing with the shortage in a piecemeal manner. There is no way to please the various special interest groups. They seem to put their own selfish interests ahead of the citizens and city they are supposed to serve.
I suggest that the city institute an across-the-board cut of an equal amount to everyone and everything, period. This would apply to the mayor, City Council, management, police, firefighters -- to each and every employee and to each and every department. Applying an equal cut to employees and programs would stop the tendency for playing games and pushing the pain to the lowest employee.
When the city is willing to adopt this type of management, I will be willing to consider paying more in increased taxes or fees.
