As a city volunteer, I see the inside of the city of Fresno as an outsider. My suggestion is to greatly improve operational efficiency and effectiveness. Take care of the pennies, and the dollars mount. UC Berkeley is tackling this and expects to save $75 million annually. No quick solution -- it does require an investment in people and systems.
