It was a busy week for law-enforcement issues -- a more liberal concealed-gun permit plan, a return of early releases from Fresno County Jail and a federal crackdown on medical marijuana distributors -- and one lawmaker -- Democrat Dennis Cardoza announced he will retire next year from Congress.
Here are the top stories of the past week, along with selected comments posted by readers at fresnobee.com.
Concealed guns
What happened: Fresno City Council President Lee Brand plans to introduce a proposal that would make it easier for law-abiding citizens to legally carry concealed guns.
What it means: The proposal would loosen the application requirements by redefining "good cause" as "any citizen concerned for the safety of themselves, their family and friends or their property interests."
What readers said:
"Ten years ago I would have thought this idea would increase crime. Now, with all of the very angry people prone to react to their anger with violence and the increased incidences of burglary and assault, I believe qualified citizens who are more vulnerable to attacks should be allowed to carry a concealed weapon for protection."

"Medical pot users are law abiding citizens. So, its ok for them to carry a loaded gun? When will common sense be restored?"

Jail releases
What happened: Two weeks after a new floor opened at the Fresno County Jail, the additional 432 beds were full and early releases returned.
What it means: The strides made in lowering crime when inmates weren't being released early suffered a setback.
What readers said:
"If they don't have the money or space to hold the inmates than why even arrest people? What is the point?"
-- timothy1
"Tent jails in middle desert like they use for prisoners in Arizona. Or just like our military uses while "camping." Safe cheap, fast and fair."
-- RXR
Pot crackdown
What happened: The federal government's vow to crack down on medical marijuana is seen as a boon to Fresno County authorities who have recently begun enforcing their own restrictions.
What it means: More confusion over federal and state medical marijuana laws and new county restrictions.
What readers said:
"People, this is really easy to understand: Prop 215 is a humane cause, for those people who were terminally ill and could use pot to hold up for a little longer. The darn people in Fresno using pot are not terminally ill."
-- MrSmithD
"To those of you expressing shock at the federal crack-down: you must have had your head in the sand (or perhaps up in a cloud of smoke) for last 15 years. Since then, marijuana has remained illegal under federal law."

Cardoza to retire
What happened: Rep. Dennis Cardoza, D-Merced, announced that he will retire after his congressional term is up next year.
What it means: The path is cleared for Rep. Jim Costa, D-Fresno, to claim the Democratic nomination for the newly redrawn 16th Congressional District, where the two would have squared off next year.
What readers said:
"I think Denny lost the coin toss with Costa. Adios Kemo Sabe."
-- kowchip
"If the people of Merced replace him with Costa, it will certainly be their loss."
-- progun2
"Cardoza's retiring? I thought he already had."
-- sarcasmo
