Just days before leaving office, Gov. Arnold Schwarzenegger has appointed Fresno developer Tom Richards to the California High-Speed Rail Authority Board.
Along with Richards, Schwarzenegger on Thursday also appointed Malibu resident Matthew Toledo, 48, and reappointed Curt Pringle, 47, a former state legislator who served as Anaheim's mayor from 2002 until his term expired this month.
Pringle is the board's current chairman.
Richards, 61, has been president and chief executive officer of the Penstar Group since 1981.
He is the developer of the 11-story United Security Bank office building, which is on M Street near the convention center, and with developer Ed Kashian has proposed the Fancher Creek project in southeast Fresno.
