Fresno State and its sister campuses will open Sunday for spring semester applications, but any new enrollment depends on the still-unsettled state budget.
On Thursday, CSU Chancellor Charles B. Reed announced that all 23 campuses would take applications Aug. 1-31.
Officials are opening up the spring 2011 pipeline so that campuses can move quickly if state funding comes through.
Authorities are banking on Gov. Arnold Schwarzenegger's proposal to restore $305 million to the CSU system and provide another $60.6 million for enrollment growth.
Fresno State will accept applications from returning upper division students, upper division transfers and graduate and post-baccalaureate students.
The campus will not accept spring semester applications from first-time freshmen, new or returning lower division transfers, second baccalaureate and post-baccalaureate unclassified students, or those who haven't applied or been admitted to a graduate program.
The university will admit students as space allows.
For transfers, preference will be given to qualified students from local community colleges.
Vivian Franco, director of admissions, records and evaluations at Fresno State, said the spring 2011 application cycle is one of the most restrictive ever.
But it's an improvement over last year, when CSU campuses didn't take any applications for the 2010 semester.
Typically, CSU enrolls about 35,000 new students in the spring, including about 2,000 at Fresno State.
CSU has slashed enrollment over the past few years to help manage $625 million in state budget cuts.
If the governor's budget proposal is adopted, officials say the system could serve as many as 29,000 more students in 2010-11.
