Rep. Jim Costa, in his Sept. 18 commentary, cogently and soundly maintains there are four essential ingredients to be incorporated in any national health bill. They are catastrophic insurance, health insurance with pre-existing conditions, carrying insurance from job to job and health insurance, presumably low-cost, for preventive measures. This is the core of any basic health plan.
Next Rep. Costa takes a wide tangent in insisting that a health-care bill must include help to establish a medical school at UC Merced and other issues, such as gathering a greater number of physicians for the Valley. Sounds like a pretext for not having to vote for a health-care bill.
The best improvement in the health of the Valley is for Rep. Costa to help pass a bill that includes the four core ingredients mentioned above and leave the secondary concerns for a later time.
